4 cups boiling water (divided)
1/4 cup sweetened condensed milk
1 1/2 cups graham cracker crumbs (about 10-12 full sheets)

Instructions

Step 1: Prepare the Graham Cracker 'Sand'. Crush graham crackers into fine crumbs. Divide and sprinkle about 1 to 2 tablespoons of crumbs into the bottom of each of 12 clear serving cups. Set aside.
Step 2: Create the First Clear Blue Jell-O Layer. In a large heatproof bowl, combine one 6-ounce package of blue gelatin mix with 2 cups of boiling water. Whisk for at least 2 minutes until completely dissolved. Let cool for 10-15 minutes at room temperature. Carefully pour about 1/4 to 1/3 cup of this cooled clear blue Jell-O mixture over the graham cracker crumbs in each cup. Refrigerate for 20-30 minutes, or until partially set (slightly sticky).
Step 3: Add Your First Sea Creatures. Once the first Jell-O layer is partially set, gently place a few gummy candies onto the surface in each cup. Return to the refrigerator and chill for another 30-60 minutes, or until this layer is completely set.
Step 4: Prepare the Opaque Blue Jell-O Layer. In a separate heatproof bowl, combine the second 6-ounce package of blue gelatin mix with 1 3/4 cups of boiling water. Whisk until completely dissolved. Stir in the 1/4 cup of sweetened condensed milk until thoroughly combined and the mixture is opaque. Let cool to room temperature.
Step 5: Add the Opaque Layer and More Creatures. Once the first clear layer is completely set, slowly pour about 1/4 to 1/3 cup of the cooled opaque blue Jell-O mixture over the set clear layer in each cup. Immediately after pouring, add another selection of gummy candies. Return the cups to the refrigerator and let this layer set completely, at least 1-2 hours.
Step 6: The Final Clear Blue Layer and Top Creatures (Optional). If desired, and if you have remaining clear blue Jell-O from Step 2 (or make a small fresh batch), gently warm and cool it. Pour a final thin layer over the opaque layer. Just before it sets, place a few more gummy candies on top. Chill for a final 1-2 hours, or until completely firm.
